Cities are a core part of the SWG Apex identity. They should be public, political, contested, and alive.
Open City Philosophy
Apex cities are not meant to become private locked kingdoms. City zoning is permanently open/off, which means mayors cannot simply close the city and block everyone else out.

Easy Growth
City rank requirements and update timing have been tuned so cities can become useful faster.
Open Citizenship
Players should be able to join and build around cities without being locked out by closed zoning.
Faction Pressure
Rebel and Imperial conflict can matter around player cities. A city can become part of the story, not just a safe decoration hub.
More City Utility
Radius, decoration capacity, trainers, and mission terminal settings are tuned for stronger city gameplay.
Political Gameplay
The long-term direction is campaigning, rivalry, citizen support, faction identity, and real city competition.
Public Sandbox
The goal is more living cities, more reasons to visit them, and more players shaping the galaxy together.
