- Armor equip delay removed

- Blue Frog armor and weapons generating with Apex combat stats
- Armor encumbrance removed from Apex-generated armor
- Weapon HAM attack costs set to zero for early testing
- City zoning permanently disabled/open
- City rank citizen requirements lowered

What the PvP Change Means
Open world PvP already existed in SWG. The Apex change is faction behavior: Rebel and Imperial players are treated as overt while out in the open world. If you choose a side, the other side can fight you outside protected major NPC city areas.
Why Patch Pre-CU?
Because the old sandbox was great, but the old friction is not sacred. Apex is for players who want to log in, build, fight, craft, run cities, explore, and create stories without being forced through weeks of setup work.
